I use The Gimp. It's a very good graphics program. It comes from the Linux community but there are ports for Mac and Windows. I've read that it runs in Vista as well although I wouldn't know first hand.
Tell me about it! Vista doesn't work with most of the applications my company supports. including our e-mail, several finance packages, attendence, etc. Really a pain!

I use Irfanview for almost all my graphics stuff -- There's even a version that works on Vista... nothing else seems to :-(
