i am making a ribbed cuff for the sleeve that i want to be snug, stretchy and then want the sleeve to puff out some after the ribbing. is there a rule of thumb on the percentage of increase in stitches? i know will only be going from zero 1 to size 2 needle

If you follow EPS, then you

If you follow EPS, then you would use the applicable number of stitches for the cuff, and then increase immediately to the number of stitches needed for the desired sleeve circumference at the underarm. That would achieve a bloused sleeve.
