I know that many people have made the fiber trends felted clogs. I'm thinking of making them but have a few questions before I buy the pattern.

The pattern I have calls for 16in circular needles. I have a set of circular needles but I don't know the length. How do I measure them to see if they are 16in?

I've done socks before, but always cuff down. I'm just about done with my first sock that is toe up. I don't know how to bind off. Is there a special way to do it so it will be elastic?
